On Public Law 33-3

#1

On August 31, 2015, the United States Congress passed Public Law 33-3 which amended the US Secret Service and Bystander Bill. This is the exact amendment:

In the House of Representatives, U.S.,
August 31, 2015

Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,

  1. The Secret Service shall only be enabled to commandeer a private entity’s property should the action be necessary and vital to the security of a VIP. The Secret Service shall be required to vacate the premises, and return control of such to the private corporation after the threat in question has passed, after the servicemen can be sure of the same.
    a. There shall be a Secret Service Watch Zone, which is a 300 stud radius from any VIP, who is receiving protection from the Secret Service.

  2. The Secret Service shall not subject any person to unreasonable searches without warrant. Any law in conflict with this section is void. However, the Secret Service may arrest any person for failure to comply should they refuse search and to vacate the Secret Service Watch Zone.

  3. The Secret Service shall be granted the originally defined powers should the President declare a state of National Emergency, pursuant to (50 U.S. Code § 1701). During the state defined within this section, the Director of the Secret Service shall be enabled to function as a facilitator for all other agency’s & department’s personnel within the Secret Service Watch Zone.

This essentially gives the Secret Service the power to arrest anyone who refuses to leave the “Watch Zone”. This, however, does not give the Secret Service the power to arrest people on private property that does not belong to them. This includes places like the Bank of America, GNC, etc. If they wish to establish a Watch Zone on the property, their Protectee must be in immediate danger or they must have permission from a representative of the property in question. In not doing so, the Secret Service is violating the 4th amendment of our constitution.

To the Secret Service,
If you wish to set up a Watch Zone on private property that does not belong to you, please obtain permission from a representative of the property in question. Moreover, you must give people a reasonable amount of time to vacate the premises before arresting them.

To the People,
If you see the Secret Service violating these procedures, please record it and submit a court case here.

Sincerely,
Hon. he_ro
Federal District Court Judge
