The issue is with the new update, I am not able to make 2D clothing even if I have a linked parental account.

It should let me upload, since in the update log it required an ID verification OR a LINKED PARENTAL account

The same issue can also be observed with 3D marketplace items, despite the marketplace policy listing “ID verification or linked parental account” as a requirement:
This can be frustrating because apparently most kids don’t even have an ID, whereas I’ve had a physical ID with me since I was born so yeah 
Also, we can now put 2D marketplace items (classic clothing) and 3D marketplace items (the rest of the catalog) in the same cart, since the upload fee is now 80 for both, and this seems to be the approach they took to “unify” them (not to mention, uploading classic clothing didn’t require an ID before, which is also part of this whole unifying process):

I am having the same issue. Is the issue on your end still there?
Same here, it’s really frustrating
I have discovered a fix! Verifying with an ID or other form of government documentation on the parental account will solve the issue. Credit cards and face verification don’t work.
