Successfully appealed UGC moderation actions appear to still count toward Marketplace creator restrictions.
This happened with two of my items:
Lil Wiggle — 126121598124848
Candy Dance — 111681547047538
Both were moderated for Duplicate Content and both appeals were accepted, stating that my activity did not break the Community Standards. Despite this, both items remain unavailable and I received a 7-day restriction from 3D Avatar Item Creation.

Expected behavior
When a moderation action is successfully appealed, the item should be restored and the overturned moderation should not count toward Marketplace creator restrictions.
