This issue applies to the Action Figure bundle.
On release, this bundle included a special set of clothes–a green shirt and blue jeans–for users not wearing any classic clothing.

Since then, this capability has broken, and the bundle now displays the current default clothes when no default clothing is equipped.
As this bundle was clearly designed for this clothing, sporting a belt modeled into the torso itself and shoes baked into the feet, I believe it would be beneficial and aid in preserving the artist’s intent if it were reinstated in some way.
I don’t think a system resembling how it originally worked would be possible or viable now, so I think preserving it by including the clothing as a set of classic clothing or something similar in the bundle, available for future buyers and awarded to past owners, would work.
(Also, speaking of classic clothing, the clothing mapping in R15 for Action Figure is bugged, ending at the upper arm. This leads to clothing patterns on the arms cutting off.)
Thanks for flagging this. We went back and investigated the earliest version of this Avatar, and couldn’t find any evidence of this Avatar ever having its own set of clothing being sold with the Bundle. Even in the website you linked to, you can see in the archive screenshot that the Avatar does not have any clothing in the thumbnail. The tell tale sign is the checkered parts of the torso and limbs.
We’re not 100% certain as to why the UVs for clothing cut off at the upper arm. We need to look at it in more detail to see if it wasn’t intentional before we make any changes, as any change right now will affect a large number of users, and we want to be sure we’re making the right change.

It was not its own shirt/pants that came sold with the bundle, it was a modesty layer that would automatically equip when you had no shirt or pants equipped.
I think it should be brought back since I remember this is the reason why I originally bought the bundle in like 2016-17 when this modesty layer still existed.
They could make it extra clothes on the side instead of forcing it onto the avatar, also when you go back to the details of it, it was created with the clothes on but removed, I think they should just make the clothes as extra to wear instead of forcing it onto the avatar as is.
Adding onto @e6thn’s reply: It was used as the BaseTexture. Any classic clothing could be overlayed, and as a result the clothes the bundle came with were not showcased in preview due to the checkered parts being classic clothing. I did research and can confirm and correct one of e6thn’s points: classic clothing never actually removed the BaseTexture, it could only obscure it, so it’s understandable why it was removed from the bundle itself.
I’d like to say it would be cool if the clothing was added back to the bundle as new classic clothes so players could have the choice of wearing the original or not
I noticed it a long time ago when i went to use it before as i had boughten it back when it still did have it lol, There is some clothing that works with it though that i found that does bring back its original appearance at least
