Is it illegal to advertise a game through another game? Like for example, a game with maybe around 2000 constant players would have a place where they can see an advertisement for another game and by viewing that, they gain an in-game reward. Is that illegal because you do not follow the regular form of advertising a game through roblox but advertising your game through another game which is very famous

Not it’s not, If the Owner of that Game and you are according the advertisement its not Illegal. But if you are only Spamming your Game that’s illegal.

It’s legal. You know how TypicalType has the image of his other games in his games?
For example, in Silent Assassin there’s an image of the Epic Minigames logo with a play button that teleports you to Epic Minigames.
Now for advertising else’s game in your game, I don’t know…
As far as I know, it’s not against the Roblox TOS. As long as said advertisements and games are appropriate and follow Roblox Community Rules, you should be fine.

What about paying a creator to have your game advertised in their game for a set amount of time like a small tv that plays a gameplay vid of your game then rewarding the player that watched the ad. Is that legal?

Yep, that’s completely fine. It gets iffy if you’re going into games and advertising through the chat and other social features.
If “Illegal” meaning against ToS than no, I don’t think promoting your game in another place would get you banned or in trouble, most games do this!
It’s perfectly fine to have a billboard with a join button to your game in another game, yes.
Spamming links to your game in chat? Yeah… Its still okay as long as your game doesn’t break the ROBLOX TOS but… I don’t think spamming will get your game good attention, it’ll probably get more dislikes then likes if you spam it in a game you don’t know and other people are playing and enjoying.
