Allow private servers to support sub-places within the same game

We utilize reserved servers to allow players in private servers to play together across the various sub-places in our game. Roblox is now requiring that the host is present to be able to join, but this breaks our workflow because the starting place routes players to their last saved place in the game.

We cannot support private servers in our game at all under the current structure, and this has been a long-standing weakness with private servers that Roblox has not addressed.
