When going through the appeals process for UGC items, there is a recurring issue where the moderation reasons cycle instead of being resolved. For example, a creator may receive an initial ban with the reason listed as Spam. After appealing, the response may decline the appeal but change the reason to Misusing Systems. If the creator appeals again, the reason then reverts back to Spam. This creates a loop where the same underlying action is appealed multiple times, yet each time the justification shifts back and forth.
The expected behavior is that each appeal should be considered fairly, and once a reason has been appealed, it should not be declined again with the exact same reason unless new evidence is given. Instead, the current system forces creators into an unreasonable cycle where their appeals are never properly addressed.
This issue makes it nearly impossible to properly defend an item. If a creator appeals “Spam” and receives “Misusing Systems” as the new reason, they should not later receive “Spam” again when appealing the second reason. The lack of consistency prevents meaningful dialogue or resolution, wastes both creator and moderation time, and reduces confidence in the appeals process.
(Note: This doesn’t just happen for Misusing Systems and Spam, pretty much any reason can have this error occur.)
Expected behavior
For the system to be fair, once a reason has been appealed, the response should remain locked to a final reviewed justification. Cycling between “Spam” and “Misusing Systems” only adds unnecessary confusion and makes it feel like the appeal system is declining appeals by default rather than providing an actual review.
If both reasons have already been appealed and reviewed, then there is effectively no issue with the bundle. At that point, refusing to restore it only causes unnecessary frustration among creators and undermines trust in the moderation and appeals process.
