Background Beams overriding ParticleEmitters

I have background beams I use for the sea water, but they override any particle over them, making them completely transparent or barely visible (depending on the perspective).

Changing beams transparency or particles ZIndex/Brightness/LightInfluence/LightEmission doesn’t seem to fix this.

Expected behavior

As right behaviour, particles should show on top of any beam/3D object behind them.
