Bland build - feedback needed

After 5 months of procrastination ive decided to build something for once, here are some examples of the works i’ve hastily made in around an hour each
First build (the bad one):

Second build (the better one):

To me i think the builds looks extremely bland and boring even for a time period of one hour. Please tell me how to improve this thing so that i can build better in the future.,

Maybe add some foliage if it fits the theme?

I’m going to be honest,
I have no idea what I’m looking at. I can see some resemblance of it being urban-ish with powerlines but thats all I’m getting.

However, the scale of all the objects being inconsistent with one another, lack of material or color choice, and no focal object that tells me what exactly this area is makes it really hard to know what I’m looking at.

Building something random without taking into account how it got to that state just tends to leave more questions. Try resolving that issue first before actually tackling other details.

Consider scale, are power lines usually smaller than buildings and right near windows? Are the windows usually that large? Why is there vertical blocks placed in the middle? What are they? What location are you making? Is it where people travel alot or some sort of back alley that once in a while gets used/cleaned up? Where are the sources of light? What is the purpose of that location in an urban environment?

TL:DR
I don’t know what your build is so I cannot even tell you what its lacking in the first place.

Hello, my bad for not properly explaining and giving context as to what is happening in the first build. Because i’m now able to build properly at this time of the day, i’ve decided to make a simpler build that hopefully is easier to understand.

One thing i’m bad at even after trying to improve for some time is depth: nothing feels detailed enough even if i spend some time making it and trying to pop out some needed details.
