Camera speed scrolling no longer works

After the new camera controls were put in, I swiftly turned them off because they were horrible.
A couple of updates after, I can no longer hold RMB/Alt and scroll to adjust camera speed. The tooltip is no longer present either.

Steps to reproduce

1. Open a new place
2. Follow the instructions as outlined in the blog post
3. Move the camera. You zip around at max speed.

This is very disruptive.
