I’m not 100% sure if this is the cause, but you can’t send a friend request to anyone that was previously on your Best Friends list but not on theirs or if you were on their Best Friends list but them not on yours.
In the place of send/accept friend request, there is the Friend Options dropdown menu
EDIT: I found another glitch; clearly I do not have 12 friends lol

I believe the count mis-match is a caching issue. Could you check again tomorrow (ideally 24+ hours after Friends and Followers was enabled) and let me know if it is still off? How many friends do you actually have (in the new system)?
Edit: On second thought, I’m pretty sure they are both caching issues. We store both your friends count and the existence of friendships in cache for 24 hours.
Are you still experiencing the issue where you can not send friend requests to users who used to be your friends (in the old system)?
