Cant set public audio if more not than 7 second

While uploading all audio gpws mark vii for my project and made public
everything is ok except the click - pulse click that required to editing due to moderated by bots.

Question about audio minimum second and why is moderated?

So the second allowed is 00.100s and was accepted. how? is there are minimum second mentioned?
