I tried again today and I’m still getting the exact same error. I checked the development items page and noticed that the images created are still in review from yesterday. I also tried uploading a solid white texture as a test, (which would have no reason to get stuck in moderation) but it has the same issue and remains in review. I don’t know if this is intended because I’ve never had this happen this before. Before, I was able to upload items without having to wait at all, let alone 12+ hours.
