Can't use Quick Words because...account location is Vietnam?

Hi everyone,
I am experiencing an inconsistency with the TextChatService UI on my unverified account (@HiMoiNguoi_987) with location in Vietnam (which hasn’t been switched to VNG account).
Usually , unverified accounts still have access to Quick Words and AI Summary (see image below)

And unverified account can still toggle Quick Words on or off (see image below)

But with my unverified account , I can’t use Quick Words and AI Summary normally (see image below)

And there is no way to toggle Quick Words on or off :

Is this an intended restriction due to regional compliance flags for Vietnam accounts, or is it an unexpected UI state/bug? Has anyone else experienced this?
