Recently, it seems like Roblox added a limit to the amount of experiences that you can make public every day. The limit is currently 5. Previously, there was no limit. (Documentation)

However, it seems that simply editing an already-public experience’s settings on the Creator Hub contributes to the limit.
Additionally, if you hit the limit, then you are completely blocked from editing the content settings (under Configure > Settings) of ANY public experience for the rest of the day. Specifically, this includes the name, description, genre, beta mode, Studio access to API services, Mesh/Image API access, and adding existing places.
You can edit these settings if you change a public experience to private, but you won’t be able to make it public again.
In my case, I went to the Creator Hub to simply edit the description of a few of my public experiences. Whenever I clicked “Save Changes” on a different experience, I would get this message, with the number decreasing each time:
Again, all of these experiences were already public.
After editing the description of 5 public experiences, I am completely blocked from making changes (in Configure > Settings) to any other public experience. The “Save Changes” button stays grayed out unless I change the privacy to “Connections” or “Private”, and I’m shown this message:

I have not made a single private experience public today. All I was doing was editing the descriptions of experiences that were already public.
Repro

Go to the Creations page and select any one of your public experiences.

Go to
Configure > Settingson the left side. -
Edit the description of the experience, and then click “Save Changes” at the bottom. You will get a message informing you that the amount of experiences you can make public has decreased to 4.

Edit the description of 4 more public experiences (totaling to 5). Make sure to save changes for each.

Try to edit the description of a 6th public experience. You won’t be able to save changes, unless you change the privacy to “Connections” or “Private”. Note that if you do this, you won’t be able to change it back to “Public”.
Workaround
If you need to edit the name/description of your experience, you can do this by editing the start place (under Configure > Places), or in Studio (under Experience Settings > Basic Info).
If you need to edit Studio access to API services, or Mesh/Image API access, you can do this in Studio (under Experience Settings > Security).
You just won’t be able to use the primary Configure > Settings area on the Creator Hub which controls basic settings of your entire experience.

Expected behavior
Simply changing unrelated settings shouldn’t count towards the daily limit of experiences you can make public, especially if the experience is already public. The amount of experiences you can make public should only ever decrease when you change the privacy of an experience that has never been public before, as described in the documentation.
Even then, you should still be able to change other settings (e.g. description) after hitting the limit. You shouldn’t be completely blocked from making any other changes at all.
