If you set the transparency to 1, it’s invisible. If it’s .5, it’s hard to notice that you can see through it. If you set it to .9, .99, .999, it’s hardly see-through. It doesn’t do reflectance at all. This is with the BaseTextureId and OverlayTextureId set to “”, shirt and pants removed.
So it’s a NPC based model?
Or are you ACTUALLY placing it on a player for when they go in game.

I tried altering my own character. I recognize that SpecialMeshes can be used in place of CharacterMeshes, but this is a bug about CharacterMeshes.
