Currently when using team test in Studio, I will often get this issue where the chat thinks I don’t have the necessary permission to use it.
This is not an issue when testing normally in studio or in a live game, seems to be specifically tied to team test.
Seconding this! This also happened to me without having messed around with the chat in studio. 
My user settings also match OP’s settings. This issue currently disrupts debugging commands used in development, but has minimal impact.

is this related or is it a new privacy update? in my region the chat and voice chat has completely disappeared from all clients, my account is 18+ verified too and have tried it with other accounts

Yes, certain areas are subject to regional restrictions.

Did you guys really go insane to the point of blocking all types of chat features completely for both unverified and verified 13+ and 17+ users? This is honestly next level. What are even the reasons for that? I thought this was some kind of a bug or an unintended consequence.
Very nice of you doing this for a specific region that doesn’t even have a lot of Roblox players, or regulations limiting Roblox features, or a lot of predators or pedophiles lying around. Very cool too that you did it with zero communication and explanations beforehand.
Could’ve done this in the USA where most pedophiles and predators exist, but no, you actually allow them to easily access voice chat through their phone numbers with no ID verification.
The worst thing about this is that, it can’t even be bypassed by VPNs because once Roblox sets your region or country to one, it’s not allowed to be changed later whether manually or automatically.
Whoever took this decision is entirely braindead to say the least. It’s entirely difficult to play this way.

I hate it when Roblox and other companies treat the entire Middle East the same because of one country. It’s like doing something that affects all of Europe because let’s say the UK passed one legislation or regulation.
Yeah I’m not entirely sure about why this would be the case as well. I thought it was just in effect for Qatar, but the entire Middle East? Qatar is such a small part of it geographically, and only like 0.4% of the population? Like?? ???
Yeah, if you look into social media platforms like X (formerly Twitter) or Reddit, you would see people from all over the Middle East claiming that their communication features are gone, not just in Qatar only. I haven’t even heard or seen any news of Qatar or any other country requesting this, so I just don’t see why it happened.
It even affects the UAE which is the most liberal country there, and have millions of tourists worldwide, many from Western nations coming to it and some residing there and it’s not known to pass strict regulations or legislations. Middle Eastern countries never do that as much as the European Union does and the USA does at times.
