Chat() service function isn't working properly

When firing :Chat() from the server script, the partorCharacter argument does not seem to behave right. However, when I set the parameter to workspace Part, it actually aligns the bubble chat above the part. This is not the case when you want to set to a part within a Tool currently used by the player, which is parented to the Character, the bubble will pop up on the Character head instead of the part specified, which is very unusual behavior.

I am sure this is a bug, but please let me know, and any workarounds of it would be great!
