Clarification on the Limited Trading Restriction in South Korea

Please Clarify the Legal Basis for Limited Trading Restrictions in South Korea

First of all, please excuse any awkward wording, as I am using a translator to write this post.

I am posting here because I have contacted Roblox Support multiple times regarding this issue, but I have only received the same generic responses and have never been given a clear explanation. Since Support could not answer my questions, I hope someone from the Roblox team can clarify this issue here.

In South Korea, many popular Roblox games began disabling player trading around 2020, starting with Adopt Me!. Later, around October 10, 2025, Roblox also disabled the ability for users whose account region is set to South Korea to purchase, sell, or trade Limited items.

There was no advance notice or warning before these restrictions were applied. Many Korean users only discovered the change after the features had already been disabled.

The explanation we have consistently heard is that these restrictions exist to comply with South Korean laws and regulations. However, many Korean developers and users have been unable to identify any law that generally prohibits player-to-player trading of virtual items. Many online games legally operate player trading systems or marketplaces in South Korea.

Whenever I contact Roblox Support to ask which specific law requires these restrictions, I only receive general responses stating that they cannot provide additional details.

There is also an important difference between in-game trading and Limited item trading.

Some games that disable trading for Korean users can still be accessed by temporarily changing your network location with a VPN. However, Limited item trading is different. Roblox does not allow users to change the country or region associated with their account, so even if a user connects through a VPN, Limited item purchasing, selling, and trading remain unavailable.

Another concern is Roblox Premium. One of the major advertised benefits of Premium is access to Limited item trading. However, users in South Korea are still able to purchase Premium while being unable to use one of its main features because of this regional restriction. This feels unfair to many Korean users.

I would sincerely appreciate clarification on the following questions:

  • Which specific South Korean law or regulation requires Roblox to disable Limited item purchasing, selling, and trading?
  • Is this restriction legally required, or is it a Roblox policy based on legal risk assessment?
  • If there is no legal requirement preventing these features, is Roblox willing to reconsider the restriction for South Korean users?

Many Korean developers and players have been asking these questions for years, but we have never received a clear answer. We are not asking Roblox to violate any laws. We are simply asking for transparency regarding the legal basis for these restrictions, or for the restrictions to be reconsidered if no such legal requirement exists.

Expected behavior

Users in South Korea should have the same access to Limited item purchasing, selling, and trading as users in other countries, unless Roblox can clearly identify a specific legal requirement that prevents these features.

If there is no legal restriction, these features should be restored for South Korean users.
