Some users have it where you can’t trade them, or you have to follow to trade them.

Some players accounts are under the age 13 which makes it so you would have to follow, or friend them to be able to trade with them.

In the Roblox settings there is an option to change who can trade you, you can set it to everyone, followers, people you follow, friends, or no one.
There’s no problem with the trading the issue that you’re getting is this user might have his Who Can trade me setting to followers or off you never know.
if not try trading another player
Simple fix! If you go into your ROBLOX settings and go to the “Privacy” section of your ROBLOX settings you will see something that says “Who can trade with me” make sure to set that to everyone and also you will see “Who can view my inventory” make sure that is set to everyone also. If you still cannot trade with this user they most likely do not have their trades on or you have to follow them in order to trade them.
