Context menu not showing up when I right click the ribbon bar?

When I right click the ribbon bar it usually shows the full context menu, but instead it’s just showing command

I’ve looked up how to fix this a lot, even tried Reddit, but somehow not a single person has talked about this or made a fix

Is this an intentional (unnecessary) UI update?
