CreateAssetVersionAsync rejects unions regardless of cloud status

AssetService’s CreateAssetVersionAsync for models will fail with the error “the following instances contain unpublished content and can not be uploaded” if the object directory contains any unions, regardless of if the associated union has been published to an existing asset/game file. (Which I assume bakes the union into an associated cloud SolidModel asset, which should resolve the unpublished asset exception)

Furthermore, manually creating a new asset version with the Asset Configuration -> Overwrite an existing asset... widget doesn’t result in any such exception. (As displayed in the video)

Expected behavior

CreateAssetVersionAsync should function identically to manual asset version creation with the Asset Configuration -> Overwrite an existing asset... widget, supporting the upload of CSG assets without any issues.

Bumping this report since it’s pretty urgent for my tooling workflow
