Issue Description:
When an account meets all requirements for the “Publish to all ages” status (Account status in good standing, Identity verification, Age check, 2-step verification, and active subscription status), the Creator Hub UI reports that account eligibility is complete. However, experience reach remains strictly locked to “Ages 16+ and trusted friends” due to the “Highly engaged players” metric displaying as “Not eligible,” even on established experiences with over 20,000 visits.
Steps to Reproduce:
Complete all account requirements for “Publish to all ages” (ID verification, camera age check, 2FA).
Set Group Publishing Reach to “All ages”.
Navigate to Creator Hub > Experience > Audience / Experience Reach.
Observe that despite meeting all account-level subscription and safety requirements for all-ages publishing, Current reach remains hard-locked to “Ages 16+ and trusted friends”.
Note that Highly engaged players displays “Not eligible” with no clear pathway or metric breakdown for established games.
Actual Result:
The account status UI states the account is cleared to “Publish to all ages,” but individual experience reach remains restricted to 16+ without clear documentation on why active subscription/verification requirements do not grant full publishing capability.
Expected behavior
If an account has fulfilled all required verification tiers and holds active publishing status for “All ages”, the system should grant “All ages” audience reach to eligible minimal-rating experiences, or accurately reflect in the account requirements tab that additional hidden backend metrics override account status.
