While an account is on hold (silenced), it is still possible to see reply to posts by using the Quote feature, effectively bypassing posting restrictions.
This appears to be related to the following report:
However, due to the account being on hold, I am unable to reply there or provide additional findings. Since this behavior introduces a separate issue (restriction bypass), it is being reported independently.

Steps to reproduce
- Have an account placed on hold (silenced) on the Developer Forum
- Navigate to any post
- Select a portion of text from another user’s message
- Click the “Quote” option
- This opens the reply editor

Expected behavior
Silenced accounts should not be able to:
- reply to posts
- open a functional reply editor
All posting entry points should consistently enforce the same restriction.
