Discrepancies in data in Sept. Information Technology Rules Report

The September 2025 report for India’s Information Technology Rules Report has several data inconsistencies between stated totals and figures shown in the detailed category breakdown and the report may be using the same data from August 2025 report with a few altered data points. This may cause noncompliance in India’s IT Rules which requires accurate reporting and can create confusion for people viewing the data.

Mismatch of Total Number of Reports and Total Number of Enforcement Actions

According to the transparency report, their was 107 Total Number of Reports received and 88 Total Number of Enforcement Actions from those submitted reports. These values are very clearly, from the breakdown presented, false. Just looking at the category, Romantic and Sexual Content, there was 116 submitted reports where 108 of those reports resulted in enforcement actions. This already exceeds the Total Number of Reports by 9 and Total Number of Enforcement Actions by 20.

Including the other categories, the transparency report lowballed the Total Number of Reports received by 152 reports and significantly lowballed the Total Number of Enforcement Actions taken by 378.

Additionally, their is more enforcement actions taken in almost all categories than their was number of submitted reports per category. Using the category Spam has an example, their was a total of 1 report submitted but 163 enforcement actions taken. Past transparency reports show that either the Number of Enforcement Actions per category should be equal too or less than the Number of reports submitted for that category.

Report may contain data from the previous month

When comparing the September 2025 transparency report to August 2025 transparency report, almost all of the Number of Enforcement Actions for each category was the exact same as August 2025. The same goes for Number of reports for each category, the first six categories (excluding IP Violations) have the same value from August 2025.

Data on the left is Sept 2025, data on the right is Aug 2025

Inconsistency on Date

The first page of the transparency report shows that the data is for September 2025 and which is also stated in the second page “The data covers the period Sept 1 - 30 2025”. However, scrolling down to the last page states “August 2025 Data”. This creates confusion on the data being provided in the transparency report if it is actually September or August 2025.

Based on these inconsistencies, the information on this transparency report is highly inaccurate and may suggest data aggregation or mislabeling of information in the reporting period. This affects the credibility of this transparency report and most likely past transparency reports as they may have similar inconsistences or other data errors which have gone unnoticed.

This transparency report and past transparency reports should be reviewed and/or republished for their accuracy.
