Yes because robux that is earned (i.e game passes, clothing, etc) is able to be cashed out. If you bought it or got it from premium or got it from selling limited items it doesn’t count.

If they are the owner and they earned the Robux themselves, why don’t they just DevEx it directly via their account?
I believe you can but you have to follow the rules of DevEx. and requirements. You must have earn it and not just scammed someone for the robux. You must also have Roblox Premium and must be over 13 year old to do it.
