Dummy titles on a part

Hello,
Is it possible to give parts a title as if it was a dummy?

Hopefully this picture can further explain it:

you can either insert a Humanoid to the part, or add a BillBoard Gui

[TheDCraft]

Use a billboard GUI, This is usually used for over head displays.
