Let me explain the question using a scenario since I don’t know how to put it in simple words.
NOTE: Scenario is 100% made up for the pourpose of this article.
Old Scenario
Scenario: A mall let’s clothig groups own areas to sell clothing. Instead of the clothing group paying a fixed rent, for every item they sell in the mall the mall gets 1 robux. (Yes that’s a lot but this example is made up.)
Let’s now say the clothing groups upload their clothing through the mall group, then for every item sold in game it adds 2 (of 3 after tax from 5) to a data store and the group can cash out the amount in the data store for robux from the mall group.

Let me change the scenario a little, in the mall cafe’s can claim areas. (Like reasturants in a real mall.) The reasturant sells gamepasses but in order for the mall to receive commissions the reasturant uploads gamepasses through the mall, but when someone buys one they get credit in a data store that they can cash out for robux from the mall group.
It’s not paying with in game items. The clothing groups are earning the money, it just goes through the main group for the payment for being in the mall. Then they cash out from that group earning their robux.
if UGC is released to everyone, and you make a mall with specific items in your game. And you have third party sales enabled you will already be making robux while in game. No need to make a group and all that hassle. Both the creator and the game owner will be earning Robux assuming it works like it already does now.
Yes, but this is not about the UGC. The question is if you are allowed to make a deal with (example) clothing group, sell their stuff while keeping track then pay them.
And my answer to that question is. If their content is on the catalog. And you sell it in your game, then they will get paid regardless of your “choice” to pay them.
So there’s no need to take this hard, possibly able to be scammed from route. You get percentages from people buying gear in your game. So why wouldn’t you?
