Economy update changelog for 15th August, 2026.
New Treasury Department
A new government role has been introduced: Secretary of the Treasury. This replaces the old ‘Secretary of Transport’ role. The new role has access to all economy controls (as well as the President), such as: tax rates, universal income, job salaries, public services (power generators), and more.
Note: The transport team still exists, but it no longer has a dedicated department head.
A new building has been added to the financial district: Department of the Treasury. The Secretary of the Treasury and the President must travel here to access the new economy controls. Heads of departments/jobs can also travel here to configure salaries for the respective jobs that they control.
Government Budget
The government now has a budget! The budget allows for spending on salaries, welfare, public services, and more. There are also multiple ways for the government to earn money, documented below.
The Secretary of the Treasury and the President have controls over the budget, allowing them to withdraw money from it, deposit their own money into it, and deal payouts to the population.
- If you withdraw too much from the budget, which is relative to the value of the budget, the server will be notified and you will receive the Corruption crime!
- The maximum withdraw limit is relative to the total budget value. To withdraw more money, increase the size of the budget!
- Note: you can only withdraw from the budget once per hour across all servers. This prevents players from ‘server hopping’ to drain government budgets.
Revenue & Outgoings
Possible revenue:
- Taxes [new]
- Police fines
- Deposits [new] (from President/Secretary of the Treasury)
- Power generators [new]
- External investment [new]
- A small passive income from the server, every 5 mins, to help with the scaling population size.
- Foreign aid [new]
- Given by the server when the government is badly bankrupt. This amount is dependent on the population and amount of debt.
Possible outgoings:
- Welfare [new] (government payouts or withdraws from the budget)
- Salaries and universal income
- Martial law payments (yes, this now uses government funds instead of personal funds)
- Gun amnesty payouts
- Outlawing weapons now carries more burden for the government, since gun amnesty payouts can get pretty expensive.
- Bank robberies
- This is charged as an insurance fee (M$ 500), so is not equal to the value stolen.
- Public services spending: power generators [new]
Other Info
- You can view budget transactions at the treasury, parliament, or presidential home.
- Only job salaries that are controlled by the government come from the government budget (any future ‘private jobs’ will not).
- Job commission payments (e.g. the reward for arresting a player) do not come from the budget. However, income tax (see below) applied to commissions will go into the budget.
New Taxes
3 new taxes have been introduced. Each tax has a new associated law to enable/disable it via parliament. Tax rates are controlled separately, via the new treasury building.
Tax rates can be controlled by the elected Secretary of the Treasury and the President.
Revenue from taxes goes into the government budget.
- Goods & Services Tax
- Paid on legal weapons, vehicles, rent, and other items. This means that the prices of illegal goods are not affected by tax, as you may expect.
- The tax rate for car purchases is scaled by 1/4. E.g. if you set the Goods & Services tax rate at 20%, a 5% tax rate will be used for car purchases.
- Automatically charged by shops - can’t be evaded.
- Income Tax
- Paid on income from job salaries and job commissions.
- Automatically taken out of salaries by government - can’t be evaded.
- Road Tax
- A tax on car usage.
- The amount owed is calculated based on the value of your most used vehicle. E.g. if the value of your most used vehicle is 100k and the tax rate is 3%, you will owe 3k.
- If your most used vehicle belongs to a job, road tax is not owed.
- Due every 40 mins (if enabled by law), or due shortly after the tax is enabled.
- Must be paid manually by going to the new ‘Tax Office’ building. If unpaid, you will receive the new ‘Tax Evasion’ crime.
Power Generators
Power generators are a new feature located at the Power Station (available in the car GPS) that allow the government to earn money, but can also be sabotaged by citizens for money. If there are not enough generators, power outages will occur. This introduces a new conflict between criminals, the government, and ordinary citizens.
Citizens can loot from generators. But first, they must destroy them. Power generators have a ‘cooling system’ which you must turn off to destroy it. When the cooling system is turned off, the temperature will slowly increase. Once the generator starts to overheat, it will explode, and drop loot which can be picked up for money.
Each generator provides a ‘passive’ income for the government, which scales based on the population size. This makes them one of the best ways to grow the budget.
There are 3 generators: each is a different tier. The smallest generator is the quickest to overheat, and drops the least loot. It earns the smallest amount of revenue for the government, and costs the least to build. The largest generator is the slowest to overheat, but drops the most loot. It earns the largest amount of revenue for the government, and costs the most to build.
Power Outages
Power outages occur (for a small duration) when there are less than 2 generators. If there are no generators, power outages are more frequent.
Power outage affects:
- ATMs cannot be used - you must travel to the bank instead.
- Gates and some doors, if opened, will lock open (including the presidential vault, prison gates, barriers, and house garages).
- City lights turn off/flicker
Enforcing the Law
If a player sabotages a generator (by turning off the cooling system), they receive the ‘Criminal Damage’ crime. If they steal loot from a destroyed generator, they receive the ‘Grand Theft’ crime.
New Government Performance Window
The existing ‘gov info’ window now allows you to view the performance of the current government.
- Any statistics for ‘rates’ are for a rolling window of 15 mins (see UI)
- Percentage increases/decreases are relative to the previous presidential term. I.e., whatever the values were at the start of the term.
- Statistics that divide by the population (GDP per capita, welfare per citizen, crime rate, tax evasion rate) calculate the population using a ‘smoothed average’ value - a rolling window that is currently set to 15 mins. This is to prevent the values from jumping up/down whenever players join or leave the server.
- GDP is calculated using purchases (e.g. on weapons, vehicles), salaries, and government spending on public services.
- Average salary is based on the current advertised salaries, rather than the values received by citizens.
- Power reliability is determined by the number of power outages.
Salary Controls
Salaries for public sector jobs can now be controlled by the government. The Secretary of the Treasury and the President have access to all salary controls. Other government officials can control salaries for jobs that they control. These controls are located at the new treasury building.
When a government goes bankrupt, salaries will be automatically reduced to some minimum values and can’t be increased until the budget is positive.
- Salaries are still paid even if the government is in debt - just with minimum values.
- All jobs apart from the Intelligence Agency (MIA) have a minimum salary of 40.
- MIA has a minimum salary of 150. This means that even with the income tax rate maxed out, the lowest possible ‘effective salary’ that MIA can receive is around the same as the MIA salary pre-economy update.
