For example, the color correction gets my game black and white but a single part in blue.

This is something you can test for yourself, which you should’ve before posting. You could get an answer quicker that way. To answer though: no, there isn’t a way to exclude parts from a ColorCorrectionEffect. You can hack it together by putting the part in a ViewportFrame but that would look seriously ugly.
Yes there is a way and its name is voxel.
How? Changing to Voxel lighting doesn’t let you do this as far as I know. Can you explain what you mean?
Twist: The lighting is not voxel its shadow maps.
The model you linked is unrelated to blacklisting parts for ColorCorrection. It performs effects that make the lighting more realistic. Colbert’s answer is correct.
