I think it would be a useful feature to allow any user to create a “set” of plugins for other users to download and use. For instance, packaging multiple building related plugins together to make it easy for team members to have the same tooling when working on a specific project.
If someone is interested in creating terrain based worlds, a bundle of plugins containing the likes of:

for example, would be a convenient way to get started creating some simple worlds.
This would be a great option for content creators looking to create easy to follow tutorials for the community. “Here’s the plugin pack you need to install to get started!” Same thing for offering the same set of tooling for each team member on a project.
I suggest creating a plugin filter for the plugin hotbar, which allows you to sort by a plugin set. This would only show plugins in a particular set, or prioritize them over any other plugins you have installed.
