Not bad, it is very plain though. Try adding something on the rim like roses or other accessories.

I usually find tophats to have a large cylinder and not that big of a base instead of the base being massive and the cylinder looks tiny but it looks good so far
Cool Top hat maybe add a stripe on it
Very, very plain. Maybe add some flowers or a ripping effect possibly?
