I suggest maybe not making it look like separate cones of yellow hair, and try using a reference of a picture of Naruto.

yeah, firstly you can use a reference. If you are going with that, try to make the yellow “spikes” slightly different heights!
You should make the hair like much thinner and longer, also don’t make it the same height.
Overlap the sides of the cones and change the angles of them, also smaller cones as well as some being slightly different shades helps to give the illusion of depth and makes it feel more natural.
