This document outlines the official operational standards, authority boundaries, and disciplinary framework for the 4th Special Forces Unit (4SFU) at Foretown Water Treatment Plant (FWTP).

All 4SFU personnel are expected to maintain strict operational security and adhere to these regulations at all times.


1. Disciplinary Framework

4SFU operates on a strict 3-strike policy. Personnel are permitted a maximum of two (2) infractions before termination.

Exception: Disciplinary action may be waived if the incident was accidental and sufficient evidence is provided demonstrating the action was justified under official duties.


2. Operational Directives & Security

Section 2.1 — Leaks & Information Security

  • Data Protection: Leaking any internal information, classified documents, or confidential video footage is strictly prohibited.
  • Penalty: Any breach of information security results in an immediate game-wide blacklist and removal from FWTP.

Section 2.2 — Oath of Silence (OOS)

  • Secrecy: 4SFU operates under an Oath of Silence to preserve unit confidentiality and operational integrity.
  • Communication Rules: 4SFU personnel may only speak with the Department of Justice [DOJ] if initiated by DOJ. Personnel may only speak with Coast Guard [CG] if CG is directly participating in or assisting with an active 4SFU investigation.

3. Chain of Command & Authority

  1. Moderation Status: 4SFU personnel are not DOJ developers or moderators. Personnel must not act or speak with administrative authority.
  2. Roleplay Enforcement: 4SFU personnel are not Coast Guard [CG] units and do not possess in-game warning capabilities.
  3. Staff Oversight:
    • Coast Guard [CG] cannot directly issue in-game warnings to 4SFU personnel; operational infractions are escalated through official reporting channels.
    • 4SFU personnel answer directly to the Department of Justice [DOJ] at all times.

4. Uniform & Avatar Requirements

  1. Morph Compliance: Personnel must use the provided unit morphs. Custom clothing (shirts and pants) and T-shirts must be removed prior to equipping the morph.
  2. Package Restrictions: Body packages that clip through, distort, or disrupt the visual appearance of the uniform morph are strictly prohibited.
  3. Hair Guidelines:
    • Short Hair: Permitted without restriction.
    • Medium Hair: Permitted provided it maintains a clean, non-chaotic presentation.
    • Long Hair: Must be tied in a bun or styled neatly downwards to prevent clipping.

5. Personnel Progression & Division Structure

  1. Special Exemptions: 4SFU is granted authority to bypass select general facility regulations strictly to fulfill official operational duties. This privilege requires high standards of discipline.
  2. Division Assignments:
    • Personnel may only belong to one (1) division at a time.
    • Failing a divisional tryout does not result in unit dismissal; personnel retain standard Agent status.
    • Divisions maintain specialized training pipelines tailored to their operational focus.
  3. Recruitment Pipeline:
    • Stage 1 (Cadet / Basic Training): A multi-day to multi-week selection phase.
    • Stage 2 (Probationary / Agent in Training): A one-week evaluation phase. Agents in Training are strictly prohibited from joining the game without direct supervision; unauthorized entry results in immediate termination.
    • Stage 3 (Full Agent): Fully cleared personnel eligible for divisional placement.

6. Operational Duties & Conduct

  1. Authorized Duty Exceptions: During official facility events, 4SFU personnel may temporarily close public areas or bypass trespass regulations.
  2. Personnel Protection (PP): When providing escort or protective detail, 4SFU personnel are authorized to engage hostile personnel only if they directly breach the secure perimeter of the protectee. Unjustified engagements will result in immediate disciplinary action.
  3. Protocol & Respect: Personnel must show utmost respect to fellow agents and superior officers. Personnel must address Sergeants and above as Sir/Ma’am or by their formal rank during active operations.
