Foretown Water Treatment Plant | Faction Regulatory Framework

This framework establishes the mandatory legal boundaries and operational rules for all player-created factions (groups, clans, or organizations) operating within the Foretown Water Treatment Plant (FWTP).

Factions have no inherent staff power or authority over other players. Their internal rules only apply to their own members, and their existence is fully subordinate to the Coast Guard [CG] (Mini-Mods) and the Department of Justice [DOJ] (Devs/Game Mods).

Your faction can focus on any operational theme as long as it does not break faction or in-game rules (e.g., VIP protection, frontline defense, Advanced Environmental Operations Team, etc.).

There are 3 categories of factions, Unregistered, Registered, and Official.

Unregistered are factions without a tag or team, they are purely player-run factions.
Registered factions have a tag above their head but have no authority over users.
Official factions have a tag with a star and more authority depending on their team.

Note on Stacking Warning Weights: The numbers next to section titles represent the number of warnings applied per infraction. Warnings stack across offenses.

  • Example: If a player impersonates a moderator (4 warnings) and commits a trespass infraction (2 warnings), those charges combine into 6 total warnings, resulting in an immediate Permanent Ban. If they hit exactly 5 total stacked warnings, it results in an Appealable Ban.

1. Faction Operational Limits (1)

  1. Faction Autonomy & Internal Rules

    • Factions have full authority to create, manage, and enforce their own internal rules and bylaws for their members. This includes deciding their own policies regarding when members are considered “on-duty” or whether they are permitted to toggle their faction tags.
  2. Server Performance Protection

    • Factions are strictly forbidden from coordinating mass vehicle spawns during group rallies or operations. Spamming vehicles to flex group size causes severe server lag and will result in immediate bans for the individuals involved.
  3. No Private Restricting

    • Factions cannot claim physical parts of the plant as “private faction property” or block off public areas from regular players. Attempting to restrict public access will be treated as Trespass (2 Warnings) or disruption of the peace.

2. Subordination to Game Staff (2)

  1. Compliance with the Coast Guard [CG]

    • The Coast Guard serves as the official Mini-Mod team of FWTP. If a CG officer instructs a faction member or a faction leader to stop, pull over, or clear an area, they must comply immediately. Faction leaders cannot override a Mini-Mod’s instructions.
  2. Absolute DOJ Supremacy

    • The Department of Justice consists of the Game Developers and full Game Moderators. The DOJ holds ultimate authority over the entire game environment. Any attempt by a faction leader to argue, bypass, or ignore a DOJ directive will result in the immediate disbandment of their faction from the community under Circumventing (5 Warnings).
  3. No Vigilantism / Fake Moderation

    • Faction members have zero legal authority over the general public. They are strictly forbidden from writing internal rules that allow them to “detain,” “warn,” or punish non-members for breaking game rules. Factions must report public rule-breakers directly to an active CG (Mini-Mod) or DOJ (Mod).

3. Abuse & Faction Corruption Tiers (4)

  1. Impersonating Game Staff

    • Faction members or leaders are strictly prohibited from utilizing their group structures, custom uniforms, or tags to make players believe they are official Coast Guard Mini-Mods or DOJ Game Mods. Doing so triggers a severe Impersonation (4 Warnings) charge and an instant server kick.
  2. Targeted Harassment / Toxicity

    • Factions may not use their group numbers to coordinate targeted harassment, spawn-killing, or toxic raiding of other players or rival groups.
  3. Framework Violation Penalties

    • If a faction is found to be systematically violating these guidelines or promoting toxicity, the DOJ reserves the right to wipe the faction from the game and ban the faction leadership under a 5-warning Ban (A).

4. Staff Enforcement Protocol

When official game staff encounter a player-run faction violating these rules, enforcement scales based on official server warning weights.

Official Factions can only have joints with other official factions.

Official Factions Cannot joint with other faction categories.

Registered Factions can have joints with other registered factions and unregistered factions.

Unregistered factions cannot joint with Official Factions and cannot initiate joints with registered, only registered can initiate the joint.
