Game doesn't allow me to publish/save from a file?

THIS IS URGENT. I have to publish a big update but i hit a bad roadblock.

i have my update saved locally, but when i publish it to my game, it throws me to the game and stays normal, no update has been implemented?
it seems that it only works when publishing it to a new game but that’s not i want to do at all!

this NEVER has been a problem before. please help i’ve tried everything

Is there any sort of error message when publishing?

go to the roblox game and click the 3 dots and im pretty sure it says import new updates
