Building a throne room of sorts along with utility rooms would probably work best here considering the space restriction.

Well it looks like a medieval castle wall so you will of course need a medieval castle. Rooms could be throne room like @Crazedbrick1 said and you could have, a prison in a basement, a bedroom, a bathroom, kitchen for the chefs, dining room with one really long table and since its limited space I don’t think you will be able to add a church.
You could try building an internal moat with a keep (I seem to remember that from history) where you can put all your gold
