You need some technique, especially using selecting it using the magic wand or the circle one. Then you can paint inside the circle.

One of the reason this happens is because the layer is probably clipped

Either delete that layer and use the wand tool to color that inside

or

Check the Layers panel , then select a layer in the clipping mask, and then you choose Layer > Release Clipping Mask.
