Anybody know what the best program would be to make something like this? Also, what is this design called?

In my opinion, I would say PDN. This is what I use to make my cartoon logos and its pretty great. Also, if you want stickers like the one on that, you should use FlatIcon.

I think it might be around 5$ to get, but besides that yes.

Actually, Paint Dot Net is completely free.

There’s various programs that can do logos like this! While my top recommendation would be Photoshop, here’s some free alternatives that work pretty much the same:
