High FPS cap (240) causes desync and input lag

Summary
For a while now, many players in our game have been experiencing a desync/lag issue where UI elements and server-side sounds do not match with their current inputs and what they are currently seeing. Expected Results
Players with any FPS cap should experience similar sync and input times between the server, client, and what they are seeing.
