How do I animate an animal npc with deformation?

I am trying to model and animate an npc like this:


But the thing is I have no idea on how to get started. Basically my questions are:

  • How do I model and texture this so it can be animated that way?
  • How do I rig and animate this with that mesh deformation?
  • For what parts can I use an external software like Blender?
  • Can it use multiple meshes connected with weld constraints (for example the eyes)?

I don’t need a full explanation, I just don’t know what tutorials to search on the internet. So if someone could just tell me what terms/things to look up and learn that would be great. Thanks in advance.
