If you really need frequent, direct access to the snapping toggle you have two options:
Use a keyboard shortcut. There is literally no faster way to activate an action.
Create a custom tab and move that UI to be top level.
A good starting point would be using @TenebrisNoctua ’s “legacy” tab pack. But keep in mind these tabs are fully customizable so you can further edit them up or down to your liking (including adding plugins outside the plugins tab)
