I’m attempting to make a ghost in blender. I spent the past 2 hours trying to make the cloth hanging at the bottom but I don’t know a good way to do it.

One simple way is putting the image in blender, go to top view, insert a cube, then start tracing it. You can get the cloth look by doing Loop cuts (Ctrl-R) and slowly trace over them using Edge selection or Vertices Select. I usually use Vertices.

I know this is a time-lapse but they show you how to make a similar ghost. Hopefully this helped.
