How do I make custom particles

So I have seen a lot of developers using some kind of plugin.
I cant find one and I want to know how I would make custom particles

You can already do this by ParticleEmitters, also what do you mean by “custom particles”

Like @VSCPlays said, you can create custom particles by using ParticleEmitters. There are many guides to get you started on creating your own particles in the documentation. Just put “particle” in the search bar and you will find many useful guides.
