How do i make one character follow the movements of another

I want to make one character mimic another’s actions like the shadow imitation technique that Shikamaru uses in Naruto. But I don’t know how I would make the movement part. I tried using welds but I realized that wouldn’t work the way I want it to so I want to know how I can do it or if it’s possible.

You could try a loop and duplicate the position of all the body parts. I’m not sure how well performing that would be though.
