Looks to be a bunch of long parts in a partial-circle. For circle-based things like that, the Archimedes plugin is typically quite good:

To make the bridge, you would need to create a long part, styled how you want. Then, activate the plugin while the part is selected, and adjust the values until it is how you want it.
To get a partial circle, you can either reduce the number of parts it creates (it’s one of the values you can change), or just create a circle and delete the excess parts.
