How do i make a part have this type of mystical effects going on, on its surface?

How do i animate the forcefield then?

As said in the Announcement, you must use a Mesh with a custom texture with different values in the R channel for different frames of the animation (from what I gather).

You can probably find a tutorial online on how to use it and how to make animations.
