How do I set up a way to Rotate the viewport frame's children?

I want to make a game inspired by SM64, I wanted to make a floating head (being the main character) like how Mario’s head is floating in the title screen.

How would I make it so the player can rotate the viewport frame?

Im only going to animate the decal of the face but, I want the player to be able to rotate the head and to see the front, back, sides, bottom, and top, and have a free camera view in that viewport frame.

I believe you can edit the Models properties and it will visually change in the viewport frame. You can play around with this in Studio ingame by opening your Playergui and changing properties.
