How do you execute cutscenes with custom camera?

Hello, everyone.

How do you add recording effects to cameras? I would like to play angle views of a lobby as players are on the main menu, just with the recording effect. Kind of like this:

What method should I use? Please explain thoroughly so I can carry out the processes!

I think the best option is to simply make a screen GUI with the overlay image that becomes visible during the cutscene.
