I readed it previous, in this post no information about how much i need hours/how much i need read to have member rank. My post only about accurate requements. 
Yeah it seems so. Glad to know beginners have a more accurate understanding of the requirements to ranking up to ‘Member’.

You might also have different stats when you got accepted as you’d aid you gotta wait a bit
